A is the correct answer, be careful not to confuse "local preference" with "preference" which is another TLOC attribute, local preference being a BGP attribute.

TLOCS can have tags, i dont believe it is D as Encapsulation is not the same as Encryption. Encapsulation being ipsec or gre, gre is not encrypted.
I´ll go with Encryption as a part of TLOC. Tag is an attribute of the OMP route, Not TLOC.
The tloc is defined by: System-ip Color Encapsulation.
