I voting D as I am guessing it seems maybe the writers of this question meant to put "overlay" instead of "underlay" because frankly none of the answers are correct.

Guys the answer is CLEARLY NOT D, you OMP Routes are used in Overlay network not the underlay network, this is basically trying to trick you. The answer is C.

I am not entirely sure even after this quotes from Cisco docs. But look on the question itself its not about resiliency (recovering quickly and adapting to changes) but about redundancy (mostly backup in place). So if we are not looking for improving resiliency but to achieve redundancy we need another vManager instance in cluster.
