Also, If a lot of users are on an AP closest to them it would not make since to load balance them to another AP that may be further away which can cause connectivity issues.

Other than security policies allowing a group of devices. You also want to allow certain VLANs for devices communicating wirelessly. I think the wording of the answer is confusing "additional" doesn't make sense, but you certainly want to configure and allow certain VLAN traffic
