There's no only 1 answer to this. I would say both A and B. In fact if you mix the sentences it's still true. A rule is marked as locked when the other admin is editting it and it will be made available (unlocked) if the session is published or discarded.
However if I'm forced to choose one, I would say A. Because an admin may still decide to Lock the rule without necessarily Editting it. But if session is published, lock will be automatically withdrawn.

B is the correct answer tested in lab, when the rule is being edited by another admin the padlock is seen as soon as editing is finished padlock disappears, nothing to do with publishing.
I think B is the best answer, A is still a good options, but i suppose that if i login and i see a lock the other Admin is still editing. I don't know for sure, any other have a better explanation of this one?
Maybe A is the correct answer because i think that a pencil instead of a lock is better to the answer B.
