Because you can't change an implied rule, you can just choose their position.

There is nothing about implicit rules in global properties and the correct way of accessing global properties is launch button> global properties I think the question is about implied rules, not implicit. I would prefer option B, because we cant change implied rule, we can only change the position of them in the rulebase.

The default rules are implied rules, this is talking about implicit rules. "you can change the action of the implicit cleanup rule to Accept in the Layer Editor" So i believe that C is correct.
