here concurrent session cannot be achieved hence D is the answer

A - it will scale up to the requirement. D wont scale as this is the same as if run 1 resource at a time (instead of 3 resources, 1 runs in f.ex. 24h)

I think A makes more sense, I agree with @KarolAndrzej. What is the app has to be used 24 hr/7days? Then it is gonna be simply one resource running and impossible to use more
