If router R2 redistributes the IS-IS route to 192.168.3.0/24 into OSPF, router R3 will see the IS-IS route using IS-IS's internal preference, as all the routers are in the same level and area. For OSPF, since the route is being injected from IS-IS, it will consider this route as an external OSPF route. Therefore, the two preferences that router R3 will consider are the IS-IS Level 1 internal preference and the OSPF external preference.
What is explain?
"If router R2 redistributes the IS-IS route to 192.168.3.0/24 into OSPF". We already know that it is an IS-IS route, and that all routers are on same level and area. So, for IS-IS, it will be seen as internal. For OSPF, the route is being injected from IS-IS so, for the OSPF domain, the route is external to routing domain/area.
