The two routers have an Area ID mismatch, as one router has an Area ID of 0.0.0.0 and the other has an Area ID of 0.0.0.1. For OSPF adjacency to form, the Area IDs must match. Therefore, the adjacency is down.
Area ID in Hello packets are different so Adj. should be down
IMO, It should either be in Init or Down. If it was Exstart, we automatically assume that DR and BDR have been selected. Clearly this is not the case – they still haven’t decided who’s DR and who’s BDR. The only possible option is down, i think
