Also, program roadmap update is part of component transition process. According to SPM (4th edition, section 6.1.11, Page 77) says about ensuring program-level communication of the component's closure to key stakeholders. Though, it hard to conclude however it is understood updating the stakeholder engagement plan will inform communication including key stakeholders. Therefore, A seems more sensible though I initially though C would be an answer.
