Prevention costs are incurred to prevent defects and ensure high quality in the production process. Data acquisition and analysis, however, falls more squarely under appraisal costs, as it involves evaluating and quantifying the quality and performance of the product. Appraisal costs are associated with measuring and monitoring activities to ensure quality requirements are met, and failure costs are the costs resulting from products or services not conforming to quality requirements. Therefore, a decrease in these costs directly indicates an improvement in quality.

During the building phase of team development, the team leader is usually directive, as they need to provide guidance and structure to the team. Team members are still figuring out their roles and responsibilities, so there is uncertainty about duties.

Benchmarking is a process where companies measure their performance against best-in-class industry standards or peers to identify areas for improvement. Option C involves comparing to a set of standards and then to another's performance, which goes beyond the traditional scope of just identifying best practices or performance measures to adopt. This makes it the least fitting definition.
